When importing radio electronic means (cell phones, navigators, wireless modems, radio-controlled toy models, etc.) into the territory of Russia, the so-called Radio Frequency Center (RFC) conclusion must be submitted to the customs authority. This conclusion indicates that the imported goods meet the requirements established by the State Radio Frequency Commission (SCRF), are included in the corresponding list, regularly updated by SCRF (or do not require inclusion in it) and, consequently, can be imported into the territory of Russia.

The conclusion of the RFC is issued in the name of a specific importer and contains information on the name and models of the imported goods. The conclusion is valid for 1 year.

In accordance with the regulations of the Radio Frequency Center, in order to obtain the conclusion of the RFC on the possibility of importing a certain product into the Russian Federation, it is necessary to submit a certain list of information on the radio frequency characteristics of the product (especially if the imported product does not is included in the Unified List of RES and VChU, approved by the State Committee for Radio Frequency). In particular, RFCs may request information such as emission class, peak frequency deviation, relative level of spurious emissions, spectral density, etc.

In addition, the RFC has the right to request documents certifying the compliance of the technical characteristics of the imported equipment with the generalized solutions of the SCRF (test or measurement reports).
