Since 2011, numerous Technical Regulations of the Customs Union (TR CU) have come into force. In the decisions on the adoption of the developed TR CU, the transitional periods and the period of validity of the documents previously issued are established. The types of products for which the Technical Regulations have not yet been developed or have not yet entered into force, but which are subject to Compulsory Certification in the Russian Federation, are subjected to a conformity assessment procedure in the GostR system.

The confirmation of the conformity of the products in the GostR system is determined in accordance with the Government Decree of 12.01.2009 n. 982 'On the approval of a single list of products subject to mandatory certification and of a single list of products, confirmation of conformity of which is made in the form of a declaration of conformity'.

PP n. 982 in the form of a declaration applies to the following types of products:
Medical products and dental supplies, adult tableware and cutlery, mineral fertilizers, household products, household chemicals in aerosol packs, washing and laundry products, insect / rodent control products, disinfectants and antiseptics, products for the protection of garden plants, products for paints and varnishes, pneumatic bicycles, rubber sleeves, inflatable rowing boats, high voltage equipment, batteries, building products in aluminum and its alloys, woodworking products, paper wallpaper, paper products, plywood products, fodder products, fish and seafood, canned fish, products of the microbiology industry, glasses, toothbrushes.

In the form of certification, PP 982 applies to:
Combustible gases, refinery gases, steel ropes, condoms, electrical cables for fixed installation for voltages above 1 kV, devices for non-destructive testing, air purifying filters, concrete, sporting firearms, hunting weapons, clothing armored, safes, locks, vaccines, hockey gates, soccer goals, knives.

In addition to mandatory certification in the Russian Federation, conformity assessment in the GostR system can take place in the form of voluntary certification.

The voluntary certification system is regulated by law like the other existing systems. This form of confirmation of conformity is carried out exclusively at the own request of the manufacturer or seller of the products. At the same time, its implementation limits market access for low-quality products by controlling indicators such as reliability, aesthetics and economy. Products that have passed the voluntary certification procedure are marked with the appropriate sign, which represents a guarantee of product quality and an additional competitive advantage.
