The conclusion on ozone is an authorization document for the export or import into the Russian Federation of substances potentially hazardous to the earth's ozone layer.

The conclusion about the ozone is issued by Rostekhnadzor and in 2 forms. It depends on its purpose:

ODS import permit,
ODS use permit
A properly completed ozone certificate for the import of ODS must be presented to the Russian customs authorities to confirm authorization for goods containing ODS to cross the Russian border.

The conclusion on the use of ODS grants the right to use this equipment, technical devices in production facilities.

The list of products, the import and export of which is subject to state regulation, if it contains ozone-depleting substances listed in Appendix No. 1 of the Decree of the Government of the Russian Federation dated 02.22.2000 N 148, dated 11.30. 2001 N 830, dated 29.03.2005 N 166, dated 27.11.2006 N 718.

Air conditioners on cars and trucks (regardless of whether they are integrated into cars or not)
Residential and commercial refrigeration and air conditioning / heat pumps including: refrigerators, freezers, water chillers, ice makers, air conditioners and heat pumps
Aerosol products (except medical products) containing ozone depleting substances
Portable fire extinguishers

Insulating panels, panels and pipe linings using blowing agents containing ozone-depleting substances such as blowing agents
Prepolymers (polystyrenes and polyurethanes expanded with blowing agents containing ozone depleting substances)
To obtain an ozone report from the Rostechnadzor authorities, the following documentation must be submitted:

contract for the supply of products containing ODS,
specification (with full names) to the supply contract with the cost of each unit of goods,
copies of the registration documents of a Russian company, certified by a notary,
passport of the device in which the ODS must be indicated,
safety data sheet (all technical documents must be certified by the importer or exporter of the goods),

Manual,
letter from the manufacturer about the refrigerants used,
TN VED codes,
manufacturer information,
transport route (indicating transport and countries).

In addition, a mandatory document for issuing an ozone report is an expert opinion on the characteristics of the ODS used in the declared products. Only an accredited laboratory for ozone-depleting properties has the right to issue an expert opinion.
