This Technical Regulation establishes the safety requirements for milk and dairy products put into circulation in the customs territory of the Customs Union, which are mandatory for application and implementation in the customs territory of the Customs Union, for production processes , storage, transport, sale and disposal, as well as the requirements for labeling and packaging of milk and dairy products to ensure their free movement.

This technical regulation was developed in order to protect human life and health, the environment, life and health of animals, to prevent actions that deceive consumers of milk and dairy products as to their purpose and safety and applies to milk and dairy products released into circulation at customs in the territory of the Customs Union, the processes of their production, storage, transport, sale and disposal.

The applicant can be a legal person or a natural person registered under the law of a Member State of the Customs Union on its territory, as an individual entrepreneur, a producer, or performing the functions of a foreign producer on the basis of an agreement. with him, in terms of guaranteeing the conformity of the products supplied to the requirements of this technical regulation and in terms of responsibility for the non-conformity of the products supplied with the requirements of this technical regulation of the Customs Union (person who performs the functions of a foreign manufacturer ).

1. Raw milk - raw materials, skimmed milk (raw and thermally processed) - raw materials, cream (raw and thermally processed) - raw materials;
2. dairy products, including:

by-products of milk processing;
milk-based infant formula for infants (0 to 3 years), preschool age (3 to 6 years), school age (6 years and older), adapted or partially adapted initial or subsequent milk formulas (including dry), dry fermented milk mixtures, milk-based drinks (including dry) for feeding small children, ready-made milk porridge and powdered milk-based cereals (brought home with drinking water) for feeding of small children;
3. processes of production, storage, transport, sale and disposal of milk and its derivatives;
4. functional components necessary for the production of milk processing products.
