This technical regulation was developed with the aim of establishing, in the unified customs territory of the Customs Union, mandatory uniform requirements for the application and fulfillment for lubricants, oils and special fluids, for used lubricants, oils and special fluids and for products obtained as a result of the processing (disposal) of exhausted products at the stages of the life cycle of products put into circulation in the unified customs territory of the Customs Union.

This technical regulation establishes the requirements for lubricants, oils and special fluids (hereinafter referred to as products), for used lubricants, oils and special fluids (hereinafter referred to as waste products), for products obtained following the processing of waste products, in order to protect human life and health, property, the environment, life and (or) the health of animals and plants, the prevention of actions that deceive consumers (users), as well as in order to save resources.

The applicant can be a legal person or a natural person registered under the law of a Member State of the Customs Union on its territory, as an individual entrepreneur, a producer, or performing the functions of a foreign producer on the basis of an agreement. with him, in terms of guaranteeing the conformity of the products supplied to the requirements of this technical regulation and in terms of responsibility for the non-conformity of the products supplied with the requirements of this technical regulation of the Customs Union (person who performs the functions of a foreign manufacturer ).

1. Lubricants, including:
- lubricating oils of organic origin, including:
engine oils (universal, carburetor, diesel, for aircraft piston engines);
transmission oils;
hydraulic oils;
industrial oils;
compressor oils;
turbine oils;
anticorrosive oils;
electrical insulating oils;
base oils.
2. fats;
3. special liquids:
coolants (including cutting fluids);
brake fluids;
4. waste products.

This technical regulation does not apply to the following products:

provided under the state defense order;
exported outside the common customs territory of the Customs Union;
stored in organizations that ensure the safety of the state material reserve;
vegetable and animal oils;
obtained as a result of the high-temperature distillation of coal tar (including creosote);
not falling within the notions of 'oil', 'lubricant', 'special liquid' established by article 2 of this technical regulation;
oils used in the manufacture of perfumery and cosmetic products, medical and medicinal products.

For a series - no more than 3 (three) years;
By batch - for the shelf life of the product.
