This technical regulation was developed with the aim of establishing, in the unified customs territory of the customs union, uniform requirements for food additives, flavorings and processing aids and their in food products, mandatory for application and implementation, for guarantee the free circulation of food additives, flavorings and technological adjuvants put into circulation in a single customs territory of the Customs Union.

The objectives of the adoption of these Technical Regulations are:
1. protection of human life and health;
2.Prevention of actions that mislead buyers
(consumers);

Food additives, complex food additives;
flavorings;
technological aids;
food products in terms of the content of food additives, biologically active substances from flavorings, residual quantities of processing aids;
processes of production, storage, transport, sale and disposal of food additives, flavorings and technological adjuvants.

It does not apply to the processes of manufacture, storage, transport, sale, disposal and use of food additives, flavorings and technological adjuvants, intended exclusively for personal consumption, and not intended for release into circulation, carried out by citizens at home and (or) in personal subsidiary plots in a single customs territory of the customs union.
