This technical regulation establishes the mandatory requirements for the safety of food products that are in circulation in the territory of the countries of the Customs Union, including requirements for production processes, packaging materials, products and equipment for the production of products food in contact with food products, established by the technical reference standards of the Customs Union, as well as to some types of food products.

The objectives of the adoption of this technical regulation are:

1. protection of human life and (or) health;

2. prevention of misleading actions for buyers (consumers);

3. environmental protection

The applicant can be a legal person or a natural person registered under the law of a Member State of the Customs Union on its territory, as an individual entrepreneur, a producer, or performing the functions of a foreign producer on the basis of an agreement. with him, in terms of guaranteeing the conformity of the products supplied to the requirements of this technical regulation and in terms of responsibility for the non-conformity of the products supplied with the requirements of this technical regulation of the Customs Union (person who performs the functions of a foreign manufacturer ).

It applies to food products and the manufacturing (manufacturing), storage, transportation (transportation), sale and disposal processes associated with the requirements for food products.

It does not apply to food products produced by citizens in the home, in personal subsidiary plots, or by citizens engaged in gardening, horticulture, farming, on the production (processing), storage, transport (transportation) and disposal processes of food products intended only for personal consumption and not intended for circulation in the territory of the EEC, for the cultivation of crops and livestock in natural conditions.

The period of validity of the declaration is established by the applicant. It varies from 1 to 5 years and is limited by the expiration date of the product.
