The technical rules have been specially developed in order to determine the minimum safety requirements necessary for the roads placed on the territory of the states that are part of the structure of the Customs Union (remember, these are countries such as Russia, Belarus and Kazakhstan). Uniform rules and approaches to processes such as:

Development of road projects.
Building.
Reconstruction.
Important revision.
Practical, daily use.
This document establishes the legal basis for all matters relating to road maintenance, defines the subjects of the technical regulation and also establishes the requirements for all the above business processes.

As stated in art. 24.2. of these Regulations, natural or legal persons have the right to act as an applicant, provided that they have passed the registration procedure as an individual entrepreneur (individual entrepreneur) in the manner and according to the rules approved by current legislation; manufacturer of products and materials, as well as their seller; persons acting as a foreigner or his legal representative (provided that the latter acts according to the procedure and rules prescribed in a previously concluded contract or agreement).

The Declaration of Conformity (certificate attesting to conformity) is the only document whose presence indicates that the following products meet the established requirements:

road construction materials (from the qualitative composition and characteristics of road sand and crushed stone, bitumen and cement used in road construction, as well as the materials used for the application of road markings);
finished products (this group includes traffic lights, signage, special fences, signage and information panels, curbs, etc.).

The release of the deed is carried out in the manner and according to the rules approved by the special commission of the CU. The validity of the document begins immediately, on the day it is received. The established period is not more than 5 years. In addition, the applicant is required to ensure the preservation of all evidence for 10 years from the expiry date of the document.
